The Borgata, Tropicana, and Trump Taj Mahal were all fined heavily after allowing under 18 patrons drink and gamble. The Borgata was hit the heaviest with $105,000 and $75,000 fines for different violations.

The reason is simple in my opinion on why this is a huge problem in our society. It is the combination of the media glamorizing gambling (especially poker) on lifestyles that are probably less than 1% of all players. And the casinos, online sites, and racetracks looking the other way when it comes to identifying players who are not yet old enough to play.
